CUSTOMS PROCEDURES FOR EXPORT
Export Customs Procedures:
The customs procedures for exporting goods include the following steps:
1. Check Commodity Policies and Tax Policies
2. Prepare Documents
3. Declare Customs Declaration
4. Customs Export Procedures at Customs Department
5. Customs Clearance and Clearance of Customs Declaration
1. Check Commodity Policies and Tax Policies:
Review the policies for your specific goods and tax regulations.
2. Prepare Documents:
Prepare necessary documents, including:
Foreign trade contract.
Commercial invoice.
Packing list.
Storage agreement containing information such as vessel name, voyage number, and port of departure.
Confirmation of container unloading to obtain container and seal information.
Specialized documents depending on the nature of the goods (e.g., forestry products, seafood, etc.).
3. Declare Customs Declaration:
Access the electronic customs declaration software to input data for the customs declaration.
4. Customs Export Procedures at Customs Department:
Customs export procedures at the customs department are divided into different streams:
Green stream:
Submit the required documents, including the cargo unloading record, barcode sheet printed from the customs department's website, and infrastructure fee (applicable in Ho Chi Minh City and Hai Phong ports).
Yellow stream:
Prepare a dossier according to the guidelines in Circular 38 (amended in Circular 39) and bring it to the customs department for review.
Documents include customs declaration form, commercial invoice, original sheet of the forestry checklist if exporting wood, and an export permit from the competent authority.
Also, submit other necessary documents as per regulations.
Red stream:
For red-stream declarations, customs will inspect the actual goods after verifying the submitted documents.
Any discrepancies found may result in penalties or, in severe cases, the shipment may not be allowed to proceed.
5. Customs Clearance and Clearance of Customs Declaration:
Submit the customs declaration and barcode sheet to the shipping company with customs supervision.
At this stage, resubmit the declaration and barcode sheet to the shipping company to confirm the actual export with customs supervision when the goods are loaded onto the vessel.
